The people in charge did this because of something called Article 2.22 of the IPL Code of Conduct. This rule is, about when a team takes long to finish their overs.

The Punjab Kings had a problem with their over rate. This happened even though they started their campaign with a win. The Gujarat Titans scored 162 for 6 when they batted first. The Punjab Kings bowlers did a job of keeping the score under control. They bowled well in the middle part of the game.
